    Human Rights as 'Foreign Affairs': China's Reporting Under Human Rights Treaties

    The review by the United Nations of China's initial report under the International Covenant on Economic, Social and Cultural Rights in April 2005 will put the PRC in the human rights spotlight. This makes it timely to look back at China's reporting under human rights treaties over the last 20 years. This article focuses on China's procedural and de jure compliance with human rights treaties, including the question of the status of international human rights law in the domestic legal order. Through this lens, the article seeks to elucidate China's view of its domestic and international obligations under international human rights law. The author argues that the Chinese government essentially views these obligations as a matter of foreign affairs, and seeks to insulate the domestic arena from the reach of international human rights law, both in symbolic and practical terms.published_or_final_versio

    Inhibition of platelet mediated arterial thrombosis and platelet granule exocytosis by 3'4'-dihydroxyflavonol and quercetin

    Flavonols are polyphenolic compounds with broad-spectrum kinase inhibitory, as well as potent anti-oxidant and anti-inflammatory properties. Anti-platelet potential of quercetin (Que) and several related flavonoids have been reported; however, few studies have assessed the ability of flavonols to inhibit exocytosis of different platelet granules or to inhibit thrombus formation in vivo. 3′,4′-Dihydroxyflavonol (DiOHF) is a flavonol which is structurally related to Que and has been shown to have greater anti-oxidant capacity and to improve the endothelial function in the context of diabetes and ischaemia/reperfusion injury. While the structural similarity to Que suggests DiOHF may have a potential to inhibit platelet function, no studies have assessed the anti-platelet potential of DiOHF. We therefore investigated platelet granule inhibition and potential to delay arterial thrombosis by Que and DiOHF. Both Que and DiOHF showed inhibition of collagen, adenosine diphosphate and arachidonic acid stimulated platelet aggregation, agonist-induced GPIIb/IIIa activation as demonstrated by PAC-1 and fibrinogen binding. While both flavonols inhibited agonist-induced granule exocytosis, greater inhibition of dense granule exocytosis occurred with DiOHF as measured by both ATP release and flow cytometry. In contrast, while Que inhibited agonist-induced P-selectin expression, as measured by both platelet surface P-selectin expression and upregulation of surface GPIIIa expression, inhibition by DiOHF was not significant for either parameter. C57BL/6 mice treated with 6 mg kg-1 IV Que or DiOHF maintained greater blood flow following FeCl3-induced carotid artery injury when compared to the vehicle control. We provide evidence that Que and DiOHF improve blood flow following arterial injury in part by attenuating platelet granule exocytosis

    Not all players are equally motivated: The role of narcissism.

    Abstract Research on motivational climates consistently demonstrates that mastery-focused climates are associated with positive outcomes and ego-involving performance climates lead to maladaptive outcomes. However, the role of personality within such a framework has been largely ignored. To redress this imbalance, we examined the potential role of narcissism in moderating the effects of different motivational climates on leader-inspired extra effort in training. Training is where rugby players spend most of their rugby time and we were keen to examine the combination of personality and climate that might maximise the yield of such training environments. Female rugby players (n = 126) from 15 clubs completed measures of narcissism, motivational climate and effort. Moderated regression analyses revealed that narcissism moderated the relationship between motivational climate and effort. Increases in either performance or mastery climates were associated with increases in effort for narcissists; no such relationship was revealed for low narcissists. The findings demonstrate the importance of considering personality within rugby training environments, as it is clear that not every player will respond the same way to specific training conditions. Coaches who understand this and are able to tailor individualised motivational climates will likely gain the greatest benefits from their different players

    Adiantum capillus-veneris (Maidenhair Fern) along the Vale of Glamorgan Coastline, South Wales, UK: a comparison of surveys over 30 years

    Adiantum capillus-veneris (Maidenhair Fern), occurs on all continents except the Antarctic, and is considered stable worldwide (Lansdown & Bilz, 2013). In the UK the vascular plants red data list reports the status of A. capillusveneris as of ‘least concern’ (Cheffings et al., 2005). Native populations occur mainly in crevices or on tufa deposits, limited to a few scattered coastal localities (Stewart et al., 1994). Wales is home to about 25% of the UK’s native population (Dines, 2008) mainly concentrated along the Vale of Glamorgan Coastline and to a lesser extent in Pembrokeshire and Carmarthenshire. The earliest record (Llwyd, 1698), at Jacksons Bay, Barry Island suggest populations have been persistent for at least 300 years. Historical records for A. capillus- veneris can also be found for Porthkerry; 1838, Dunraven Bay; 1849, Aberthaw; 1862 and Font-y-Gary, 1927 and A. capillus-veneris is still present at all of the aforementioned sites. A. capillus-veneris’s natural habitat in South Wales is primarily restricted to active post glacial tufaceous cliff face seepages which are frequently, but not entirely, associated with the Jurassic Lias bedrock that defines the Vale of Glamorgan ‘Heritage Coast’. The interbedded nature of the Jurassic Lias rocks, with relatively impermeable, thinly interbedded limestones and calcareous mudstones (Wilson et al., 1990), favours the slow diffuse seepage of groundwater across large areas of cliff face supporting the formation of tufa. Tufa forms when groundwater, supersaturated with calcium carbonate dissolved from the bedrock aquifer, re-deposits the material on contact with the atmosphere. Three surveys across the Vale of Glamorgan coastline have been undertaken, the first by Peter S. Jones (1983-4) then Kate Pryor 1996 (reported in Pryor, 2001) and again in 2015 by the authors. Molecular studies of several populations along the coast (Pryor, 2001 & Pryor et al., 2001) provide insight into the genetics of satellite populations, however further discussion of this is outside of the scope of this note. The aim of this survey was to collate and compare the locations of populations recorded over the last 30 years. It is hoped that this will serve as a useful baseline for repeat surveys in the future

    Diabetes is associated with increased cardiovascular risk. We have recently shown that the naturally occurring flavonol quercetin (Que) or the synthetic flavonol 3,4-dihydroxyflavonol (DiOHF) inhibits platelet function and delays thrombus formation in healthy mice. Therefore, the aim of this study was to investigate the effect of Que or DiOHF treatment on platelet function and ferric chloride-induced carotid artery thrombosis in a mouse model of type 1 diabetes. Diabetic mice treated with Que or DiOHF maintained blood flow at a significantly higher level than untreated diabetic mice at the end of the recording period. In addition, treatment with Que or DiOHF significantly reduced diabetes-induced platelet hyper-aggregability in response to platelet agonist stimulation. Furthermore, treatment with Que or DiOHF significantly inhibited dense, but not alpha, granule exocytosis in diabetic and control mice. Our demonstration that flavonols delay thrombus formation in diabetes suggests a potential clinical role for these compounds in anti-platelet therapy

    Flood modelling for cities using Cloud computing

    Urban flood risk modelling is a highly topical example of intensive computational processing. Such processing is increasingly required by a range of organisations including local government, engineering consultancies and the insurance industry to fulfil statutory requirements and provide professional services. As the demands for this type of work become more common, then ownership of high-end computational resources is warranted but if use is more sporadic and with tight deadlines then the use of Cloud computing could provide a cost-effective alternative. However, uptake of the Cloud by such organisations is often thwarted by the perceived technical barriers to entry. In this paper we present an architecture that helps to simplify the process of performing parameter sweep work on an Infrastructure as a Service Cloud. A parameter sweep version of the urban flood modelling, analysis and visualisation software “CityCat” was developed and deployed to estimate spatial and temporal flood risk at a whole city scale – far larger than had previously been possible. Performing this work on the Cloud allowed us access to more computing power than we would have been able to purchase locally for such a short time-frame (∼21 months of processing in a single calendar month). We go further to illustrate the considerations, both functional and non-functional, which need to be addressed if such an endeavour is to be successfully achieved
